July 2016 – CyberLogitec obtained ACI (Advanced Commercial Information) e-Manifest Notices Service Provider License issued by Canadian customs CBSA (Canada Border Services Agency) on June 2016. ACI e-Manifest a new declaration system of Canadian customs, will have new declaration for goods imported into Canada from Rail & Highway and restructure/consolidate House Bill declaration.
Freight Forwarder handling cargos to Canada must submit e-Manifest in respect of House Bill to Canadian customs within 24 hours before departure for vessel shipment & within 4 hours before arrival for air shipment. Canadian customs provide all declaration entities registered into CBSA the information such as declaration completion, goods arrival & custom clearance integrated by e-Manifest Notices System. Declaration entities will be able to check the status of advanced declaration, cargo arrival & release through it.
Freight forwarders should prepare in advance as it mandates a complicated process. Mandatory date for ACI e-Manifest House Bill announced on July 2016 is as below.
• From November 7, 2016 to January 10, 2017 the CBSA will provide freight forwarders with a period of transition during which penalties for non-compliance will not be issued and the CBSA will work closely with freight forwarders on corrective measures.
• From January 11, 2017 to July 11, 2017 freight forwarders deemed to be non-compliant with eManifest requirements may be issued zero-rated penalties (non-monetary) under the CBSA’s Administrative Monetary Penalty System (AMPS).
• Beginning July 12, 2017 freight forwarders deemed to be non-compliant with eManifest requirements may be issued monetary AMPS penalties. Subsequently, development completed for relevant functions in SmartLink and ready to activate when ACI e-Manifest House Bill declaration put into action.
